Manufacturing Boom: Bela Industrial Area Becomes India's Largest Bag Manufacturing Cluster

Muzaffarpur is rapidly transforming into a major industrial manufacturing hub, moving beyond its traditional agricultural roots. The Bela Industrial Area in the Mushahari block is now home to the largest bag manufacturing cluster in India. Spearheaded by the Department of Industries and the Bihar Rural Livelihoods Promotion Society (JEEViKA), this massive convergence project was established in a record time of just 55 days under a public-private partnership model.

Currently spanning over 10 acres, the facility produces an astonishing 7 lakh bags every month. More importantly, this initiative has become a massive engine for local employment, directly employing over 750 workers, with plans to scale up to 1,400+ employees as operations reach full capacity. A significant portion of this workforce comprises local women from rural self-help groups, providing them with technical training, sustainable livelihoods, and financial independence. The success of the Muzaffarpur Bag Cluster is drawing attention from national investors, proving the region’s capability to offer skilled manpower and competitive manufacturing costs.
